Hon Kinyamatama Calls for Mental Health Assessment and Removal of Francis Zaake from Parliament

Juliet Kinyamatama Suubi, the Rakai Woman Member of Parliament, has called upon Parliament's Rules Committee to conduct a comprehensive mental health assessment of Francis Zaake, representing Mityana Municipality.

Kinyamatama's request stems from concerns regarding Zaake's fitness to serve in Parliament. She has urged for Zaake's removal from office for the remainder of his term, which spans two and a half years in the 11th Parliament.
All of this transpired between the two legislators last year when Mityana Municipality MP Francis Zaake was accused of making defamatory statements against Honorable Kinyamatama.
The incident also caused a parliamentary scuffle when some female legislators made headlines as they attempted to confront Mityana Municipality MP Francis Zaake over alleged defamatory statements against one of their colleagues.
.The dramatic incident began when Juliet Ssubi Kinyamatama, the woman representative for Rakai District, accused Zaake of making deplorable statements against her. She demanded that the video evidence be presented, and after it was played, the presiding officer, Thomas Tayebwa, referred Zaake to the Rules and Disciplinary Committee.
Briefly, it appeared that the issue had been settled, and the House proceeded with its agenda. Yet, the passionate female legislators, led by Kinyamatama, were dissatisfied with continuing as planned. The scheduled topic was a statement by State Minister for Internal Affairs Gen David Muhoozi regarding security incidents involving National Unity Platform (NUP) leaders. However, they chose to confront Zaake as he exited the chambers.
Emotions ran high as Zaake's fellow opposition members quickly ushered him out of the parliamentary chambers and towards the parking area beneath the Parliament building. Taken aback, Tayebwa had no option but to adjourn the House until Tuesday, October 17, 2023, with the Deputy Speaker announcing, "Honorable colleagues, the House is adjourned to Tuesday at 2 p.m."
Following the adjournment, Kinyamatama maintained her stance that Zaake should not be readmitted into the House, asserting that his behavior was unbecoming of a representative of the people. She stated firmly, "Whether we take this matter to the Rules Committee or not, we are adamant that Zaake should not be welcomed back into our House. His actions are not fitting for a full representative of the people and a Member of Parliament."
This incident marks the third disciplinary action taken against Zaake. Previously, he faced consequences for criticizing Speaker of Parliament Anita Among on social media and was dismissed as a parliamentary commissioner.
The issue between the two legislators has persisted without resolution up to the present day.
