New Curriculum: UNEB Releases Sample Papers for Uganda Certificate of Education Exams.
It's crucial to recognize that the shift to the 2020 secondary school Language Competence-Based Curriculum marks a departure from the previous 2008 Integrated English teaching syllabus. While the former emphasizes teaching language skills in isolated compartments like grammar, vocabulary, comprehension, and writing, the latter prioritized integration at either subject or unit level.
In a significant development for education in Uganda, the Uganda National Examinations Board (UNEB) has taken a proactive step by releasing sample examination papers. These papers are tailored specifically for the Uganda Certificate of Education (UCE) competency-based assessment, aligning with the newly introduced lower school curriculum.
The comprehensive collection of sample papers includes detailed scoring guides for each of the 36 subjects spanning humanities, sciences, vocational studies, and languages.
In a statement dated March 25, 2024, Mr. Dan Odongo, the Executive Secretary of UNEB, emphasized that the release of the sample papers aims to familiarize both teachers and learners with the question format of competency-based assessment.
“With these tools, schools will now be comforted, and know how the assessment will go. The sample papers are however just dummies of what is likely to come in the end-cycle Assessment. The final scenarios will certainly be different,” said Odongo.
According to Mr. Odongo, headteachers can now access the sample papers through the UNEB portal available at all UNEB examination centers. Additionally, hard copy booklets will be provided to schools without center numbers.

Since the inception of the competence-based curriculum in secondary schools in 2020, the Ministry of Education and Sports, in conjunction with the National Curriculum Development Center, has conducted extensive training sessions for teachers across the country. These sessions are designed to ensure that educators are well-prepared and equipped to successfully implement the new curriculum, thereby enhancing the quality of education provided to students.
