Kampala's Meat Market Shake-Up: Exploring the Ban and Its Ripple Effects.

The government of Kampala has surprised many by banning the sale of meat within the city over the outbreak of Foot and Mouth Disease (FMD) in the country’s capital, Kampala.

According to a letter dated March 07, 2024, addressed to the Chief Administrative Officer (CAO) for KCCA and Kampala District, Dr Anna Rose Ademun, Commissioner of Animal Health at the Ministry of Agriculture, emphasized the necessity of these measures as the Ministry responds to the outbreak of the cattle disease in Kabowa, Lubaga Division, Kampala District.


“Following the reported outbreak of Foot and Mouth Disease (FMD) in Kabowa, Lubaga Division, Kampala, Kampala District on February 28, 2024, quarantine restrictions are hereby imposed on Kampala District under the Animal Diseases Act, cap 38,” Dr Ademun stated.
"Furthermore, the Ministry boss emphasized that the transportation of cattle, goats, sheep, pigs, as well as their products and by-products within Kampala Capital City Authority and Kampala District, is strictly prohibited until further notice."


Thousands of jobs and livelihoods are in peril following government’s, as yet, unannounced ban on the trade in meat throughout Kampala to stem the spread of a deadly animal disease. 
Following an outbreak of foot and mouth disease in Rubaga Division late last month, the Ministry of Agriculture, Animal Industries and Fisheries (MAAIF) implemented an immediate quarantine on livestock across the entire Kampala Capital City, effective a week ago."


In a March 1 letter by the Commissioner for Animal Health, Dr Anna Rose Ademun, to the Executive Director of Kampala Capital City Authority (KCCA), the ministry prohibited movement of livestock in the country’s capital.  


A copy of the letter seen by Daily Monitor bears a stamp showing the communication was only received by KCCA yesterday, six days after the ban should have been in place. 
“The local government administrators, district veterinary officers, local councils, chiefs, enforcement personnel and the general public are requested to enforce quarantine restrictions as per the Animal Diseases Act. Cap 38,” she said. 


Foot and mouth disease (FMD) is a highly contagious viral illness characterized by blisters on the feet and mouth of affected animals. Additionally, the disease poses a risk of transmission to humans through direct or indirect physical contact."
